Proposed changes to EU safeguards target Turkish HRC: International Flat Product Market Analysis


The EC proposed to reduce the annual increase from 5% to 3%, with the change applied starting from the current period (July 2019-June 2020).

The European Commission (EC) published proposals to amend the existing safeguard system for steel imports. Definitive measures were introduced in February and have been criticized by EU steel producers as being too lenient. The strongest objections were raised to a 5% annual increase in tariff-rate quotas (TRQs) and a creation of an annual, non-origin specific quota for the largest import category, HRC. The European Steel Association (Eurofer), for example, forecasts that real steel consumption in the EU will fall by 0.4% this year and rise just by 1.1% in 2020, and therefore considered a 5% increase in TRQs as ‘out of step...
